SurplusReceipts > ExpenditureDeflationary β€” used to control inflation
DeficitExpenditure > ReceiptsExpansionary β€” raises AD, used in recession

Example

Which budget for which situation?

In a recession (deficient demand), the government runs a DEFICIT budget β€” spends more than it collects to pump money into the economy. In high inflation (excess demand), a SURPLUS budget withdraws money.

Important

Note

Most modern governments run deficit budgets. The questions that follow (revenue, fiscal, primary deficit) measure different slices of this deficit.

In One Minute

Balanced: R = E. Surplus: R > E (deflationary). Deficit: E > R (expansionary). Deficit budgets fight recession.
