Definition
Definition
Revenue deficit = total revenue expenditure β total revenue receipts. It indicates the government's inability to meet its day-to-day (revenue) spending from revenue income.
Formula
Formula
Revenue Deficit = Revenue Expenditure β Revenue ReceiptsA positive revenue deficit means the government must borrow (or dip into capital receipts) just to fund regular operations.
Key idea
Why is it bad?
- It is met by borrowing β the borrowed money doesn't create assets (since revenue expenditure creates none).
- Persistent revenue deficit pushes the government deeper into debt without asset creation β future repayment burden.
- It reflects the quality of the budget: ideally a government should have a revenue SURPLUS (borrowing only for capital/asset-building).
Example
Numerical
Revenue receipts = βΉ20,000 crore; revenue expenditure = βΉ24,000 crore. Revenue deficit = 24,000 β 20,000 = βΉ4,000 crore.
In One Minute
