Definition
Definition
Primary deficit = fiscal deficit β interest payments on past borrowings. It measures the government's need to borrow excluding the interest burden of earlier debt.
Formula
Formula
Primary Deficit = Fiscal Deficit β Net Interest PaymentsInterest payments are the legacy cost of old debt. Subtracting them shows the 'fresh' borrowing need.
Key idea
Why it's useful
- It isolates how much of the deficit is due to new commitments vs servicing old debt.
- A shrinking primary deficit shows improving fiscal discipline.
- Primary deficit can be zero or negative even when fiscal deficit is high (if interest payments are large).
Example
Numerical
Fiscal deficit = 19,000; interest payments = 4,500. Primary deficit = 19,000 β 4,500 = βΉ14,500 crore.
Formula
All deficits in order
Fiscal Deficit > Primary Deficit (usually)
Fiscal Deficit = Revenue Deficit + Capital Exp. β Non-debt Capital ReceiptsRemember the relation: primary deficit = fiscal deficit minus interest β so primary is always smaller when interest > 0.
In One Minute
Primary Deficit = Fiscal Deficit β Interest Payments. It shows fresh borrowing need after servicing past debt.
