Definition
Definition
Fiscal deficit = total budget expenditure β total budget receipts excluding borrowings. It equals the government's total borrowing requirement (incl. RBI credit).
Formula
Two formulas (same answer)
Fiscal Deficit = Total Expenditure β (Revenue Receipts + Non-debt Capital Receipts)
Fiscal Deficit = Borrowings + Other liabilitiesNon-debt capital receipts = loan recovery + disinvestment (don't create debt). Everything else the government needs, it borrows.
Key idea
Interpretation
- Fiscal deficit β total borrowings of the government for the year.
- Used to finance: revenue deficit (day-to-day) + capital expenditure beyond non-debt receipts.
- Moderate fiscal deficit used for asset creation is acceptable; heavy deficit fuels inflation & debt burden.
Example
Numerical
Total expenditure = 50,000; Revenue receipts = 28,000; Loan recovery = 2,000; Disinvestment = 1,000. Fiscal deficit = 50,000 β (28,000 + 2,000 + 1,000) = βΉ19,000 crore.
Formula
Relation to other deficits
Fiscal Deficit = Revenue Deficit + (Capital Expenditure β Non-debt Capital Receipts)Break fiscal deficit into its revenue-deficit part and its capital-expenditure part β this decomposition is often asked.
In One Minute
Fiscal Deficit = Total Expenditure β Total Receipts (excluding borrowings) = total borrowings. = Revenue Deficit + Capital Expenditure β Non-debt Capital Receipts.
